LETTER OF UNDERSTANDING #26 - ASSIGNMENT/WORK COMMITTEE

The parties recognize assignment of staff is a prohibited subject of bargaining under the current Civil Service Commission Rules.  However, the parties are in agreement there is value in discussing concerns regarding topics they are not able to negotiate.

 

Within 60 days of the effective date of the Agreement, the parties agree to establish a committee to review concerns regarding changes in assignments and work. Each party will designate up to 5 participants unless otherwise mutually agreed by the parties to increase the size of the committee.

 

Upon request of either party, the committee will meet quarterly to discuss issues of concern for either of the parties regarding significant changes in assignments and work. The requesting party agrees to provide an agenda in advance of the meeting to enable the other party to properly prepare for meaningful discussion at the meeting. The parties are free to rotate their designees to facilitate the discussion.

 

The expenses of the committee members shall be the responsibility of the parties respectively.  Any pay provided by the employer for attendance at such meetings shall be governed by the Civil Service Rules and Regulations.
